Member Input in Contracting Process to be Broadened, Optimized

In its ongoing commitment to achieve excellence in contracting services for members, Novation is making several enhancements to its contracting process so that it may continue to deliver the best-priced, most comprehensive portfolio.

One such enhancement includes gathering and using member input more effectively and offering a new and innovative way for members to provide input on the contracts Novation awards. Key improvements to the member input process include:
  • development of a new vehicle through which member organizations can participate in Novation's contracting process

  • a tailored approach to contracting that focuses the attention of Novation councils on contracts that have the greatest impact on their organizations

  • adoption of a council structure that supports Novation's tailored approach to contracting
Novation continuously seeks ways to increase savings and value for members through its contracting services, and member input is the most highly valued component of Novation's contracting process. These changes are designed not only to improve how Novation receives and uses member input, but also to further strengthen the organization's public competitive bid process.

CONTRACTING ADVISORY PANEL EXPANDS MEMBER PARTICIPATION IN THE CONTRACTING PROCESS
During the first quarter of 2007, Novation will pilot-test the Contracting Advisory Panel, a new online vehicle through which any member organization will be able to participate in the scoring of nonfinancial bid criteria for specific Novation contracts. Novation expects to launch the Contracting Advisory Panel during the second quarter of 2007 and will send out additional communications in early 2007 about ways in which your organization can participate.

CONTRACTING: A TAILORED APPROACH
Until now, Novation has applied the same focus and level of resources to all contracts. But in an effort to more effectively apply its resources, the company has segmented its contracts into two product categories: low complexity and high complexity. Going forward, Novation will apply a more stringent measure of focus, including council and task force attention, to high-complexity contracts because they have the greatest effect on members.

This new process also calls for Novation councils to determine which product categories are low-complexity, delegate responsibility for those categories to Novation staff, and review all award decisions made by Novation. This practice ensures that members remain involved in every Novation contracting decision, and it allows council members to determine their level of involvement on low-complexity contract portfolios.

NOVATION TO STRUCTURE COUNCILS TO SUPPORT PRODUCT SEGMENTATION
Novation has refined its council structure to allow for product segmentation and broad member involvement:
  • executive councils - Novation has established the Supply Executive Council and the Pharmacy Executive Council to provide strategic oversight of select high-complexity product categories.

  • councils and task forces - Councils and task forces will continue to provide input for high-complexity product categories. In addition, these groups will determine which product categories are low-complexity, delegate responsibility for those categories to Novation staff, and review all award decisions made by Novation.

  • Contracting Advisory Panel - As referenced above, this panel will provide an easy and efficient way for member organizations to provide input directly into the nonfinancial analysis of bid submissions for high-complexity product categories.
Novation is confident these enhancements will translate to more effective, higher-quality contracts that better serve the needs of all members. In the months ahead, members can expect to hear about other ways Novation is enhancing its contracting process.

Tyco Healthcare/Kendall Specimen Collection Containers Price Increase (LB20042)

In response to the cost of polypropylene resin increasing 145 percent since Jan. 1, 2003, Tyco will increase pricing on agreement LB20042 by 5 percent, effective Feb. 1, 2007. This is the first price increase taken since the launch of the agreement in January 2003.

DeRoyal Insufflation Tubing Contract Transfer (MS50391 and MS00500)

Effective Jan. 1, 2007, DeRoyal's insufflation tubing line will move from agreement MS00500 to MS50391, in response to the expiration of agreement MS00500 for endoscopic accessories. This action was taken to provide continued member contract coverage for these products. No other Novation agreement includes insufflation tubing.

DeRoyal has notified all Novation medical-surgical Authorized Distributors of this change, and members will be slotted to the appropriate tier based on their overall commitment level for agreement MS50391.

GE OEC Medical Systems recently provided an update on the stop ship status of the C-arm and urology product categories. GE OEC is estimating that the delay of product shipment will continue through spring 2007.
